Target Setting Process Team - Minutes

Meeting Minutes
February 18, 2007 

Present: Sandy Brubaker, Mona Walters, Larry Dragosavac, Jane Salisbury, Gwen Stevenson, Terri Jacomet

Absent: Iden Smith, Maggie Myers

  • Committee members agreed with the draft of the document for setting a target
  • Discussion centered on how the team would know that the process is effective (i.e. what metric could be used).
    • Who would be the person to monitor the approved process, similar to other approved CQI processes, was discussed.  Dr. Yowell, Dr. Salisbury, and immediate supervisors were named as possibilities
    • It was suggested that minutes from meetings where targets were set could document the process
  • Members decided that the process could be reframed as “target setting parameters,” to be used as a checklist for those setting targets.  Supervisors would then, in effect, ensure that parameters were used in setting the targets through discussions with employees, or challenges to the set target, including questioning:
    • Were the parameters followed?
    • Is the target reasonable?
  • It was suggested that the target setting parameters document that is included in the process manual include some directive for the use of the parameters, which could be included either before or after the written process itself.  Dr. Salisbury will draft these directives and email them to committee members for feedback.
  • Larry Dragosavac will present the final target setting parameters document to the CQI Steering Committee on April 13th, 2007
